The founders as well as the members of the management team are all senior executives with extensive experience. The team has spent the last three years reviewing innovative Enhanced Oil Recovery technologies available on the market.


Stephane Lamoine, President

Stephane Lamoine founded Iskandia in 2010.

Prior to founding Iskandia, he was a consultant with Elliott Advisors from 2002.

In 1994 he joined Canaccord Genuity and created the largest mining stockbroker in French-speaking Europe. He later sold his European franchise to Williams de Broe. In 1991 he joined Societe Generale as Chief Investment Officer of SG Asset Management (SGAM), having begun his career as a natural resources and global fund manager with LCF Rothschild in 1987.

He obtained his M.Sc. (Magna cum laude) from Ecole Centrale de Paris and graduated from the French Chartered Financial Analysts National School. Fluent in French, English, German and Spanish.

Pierre Levin, Chief Technical Officer

Pierre Levin has been managing director at Vulcain since 2012, where he is responsible for natural resources deals, including large cross-border gold and oil and gas transactions.

He previously founded Soyouz AM in Russia and Flam, a Swiss asset management firm dedicated to Russian HNWIs with a particular expertise in
structuring corporate transactions in the resources sectors.

Pierre graduated from Ecole des Mines de Paris, with a geology major and a specialty in advanced natural resources technologies, followed by a Master from HEC Business School in Paris. He is fluent in English, French, Portuguese and Russian.


Sara Froggatt, Senior VP, Chief Compliance Officer

Sara has 20 years’ experience in the management of independent producers. She has held increasingly responsible positions covering Regulatory Compliance, Government Affairs, Environmental Health and Safety, Remediation, Right of Way and Pipeline Technical Engineering.  Sara has progressed to broader executive management roles, with responsibility for all business operations, including legal, compliance and EHS; finance and administration; and PR, marketing and communications.  Her Regulatory/Ehs specialization extends to the US Gulf Coast Region as well as other major basins in the Northern and Western Regions of the US. 

Leying Lee, Finance Director

Leying Lee has 11 years’ experience as controller at various publicly traded oil and gas companies, with a total of 25 years’ experience in finance and accounting.

Prior to Iskandia, she served as the controller for Rooster Petroleum, GeoMet and Key Energy Services.

John Griffin, Director of Business Development

John Griffin has close to two decades of energy corporate finance experience spanning investment banking, corporate banking, corporate development and strategy, treasury, private equity and operations. His experience has covered exploration and development, drilling services, investment banking and oilfield service sectors while working for Jamas Capital, Mizuho, Merrill Lynch, Wells Fargo, JP Morgan, and Reliant Energy leading over $20 Billion of capital markets transactions and over $10 Billion in mergers and acquisitions in the energy industry.

John has BS in Chemical Engineering and Mathematics from Vanderbilt University and an MBA from the University of Virginia.

Mike McaulIffe, Field Superintendent

Mike McAuliffe has 20 years’ oilfield experience in equipment, facilities, pipelines and onshore operations oversight and regulatory compliance for majors and independents.

Mike joined TEO from EXCO Resources where he was in charge of construction of wellsites and facilities. Previously, Mike worked with QRI, Hess Corporation, ZaZa Energy and Encana Oil & Gas.

Mike began his oilfield experience with DR Phillips General Contractors operating and maintaining heavy equipment.

Susana Safar, Director of Operations

Susana Safar is a petroleum engineer, specializing in production technology, with over eight years experience.

Prior to Iskandia, Susana was head of the production technology and completions team at Petroregional del Lago S.A, a joint venture between Shell Venezuela and PDVSA

Toni Jones-Holley, Chief Legal Officer

Toni Jones Holley comes to Iskandia with broad range of substantive experience acting as both general counsel and trial counsel.

Providing legal representation in Texas for a variety of different issues, she is admitted to practice before the Texas courts, United States Courts Southern District of Texas, and United States Courts Eastern District of Texas.

She has 20 years of experience in the resolution of complex legal matters involving multiple plaintiffs and multiple defendants, as well as in handling single-party disputes Toni’s practice includes trial of cases to verdict, resolution of cases before trial, and managing investigations of reported violations of company policies.

Eric Unverzagt, Land Director

Eric Unverzagt has 10 years’ oil and gas experience, managing leasing crews, carrying out title research, obtaining rights of way, negotiating contracts, performing due-diligence on acquisitions and managing all land aspects of oil development programs.

Prior to Iskandia, Eric has worked for Dale Resources, Land Star, and Denbury Resources, specializing in EoR programs.

Eric has an MBA, from Rice University and BS in Finance from Trinity University.


Rasuhul Ross, AP Analyst

Rasuhul Ross has 14 years’ experience as an AP Analyst in finance and accounting. He has worked in various industries during his career which include oil and gas, commercial real estate and finance. In addition to his accounting background, he has also worked in sales and as a Houston police officer.

Prior to Iskandia, he served as an AP Analyst for Intertek, Exxon Mobil, Invesco and ABM Industries.

Ann Anthony, Senior General Ledger JIB Accountant

Ann Antony has nine years’ financial reporting experience in the oil and gas industry.

She previously worked at Dome Energy and Geomet.

Ann Antony has her Bachelor of Science degree in Accounting from University of Houston Clear Lake.

Mbarek Quazragh, Chief Information Officer

Mbarek is a databases, algorithms and processes specialist. He manages interfaces between all the group information systems (oil production, reserves, accounting etc) and deals with all aspects linked to web security, data analysis and complex financial simulations, statistical analysis and financial modelling.

Previously Mbarek worked at Proof9, BlueMile Advisers and Elliott Advisors, before joining Iskandia Energy.

Cynthia Villacorta, Regulatory Analyst

Cynthia has experience working as a Regulatory Analyst in both the Upstream and Downstream sectors of the petroleum industry.  Her regulatory specialization extends from the Midwest to the Southwest Regions of the US working for Citation Oil and Gas Corp. for 6 years prior to joining Iskandia Energy Operating. Her role as a Regulatory analyst includes managing all regulatory and permitting activities associated with drilling, completions and operations of wells in Texas.

Cynthia also prepares and submits drilling permits, completion reports, plugging, commingling, conversions, annual compliance submittals and resolves notices of violations. She monitors the statuses of regulatory submittals and follows up with state, federal and/ or local agencies to ensure timely submittals and approvals.

Fredrick Turner, Jr., Revenue Account Manager

Fredrick Turner has 12 years’ experience in finance and accounting in the oil and gas industry.

Prior to Iskandia, he served as senior accountant at Black Stone Minerals. He has also served at GeoMet Operating Company, Hilcorp Energy Company and Occidental Petroleum.

Fredrick is a Certified Public Accountant.


Iskandia Energy Operating, Inc. is a newly created Houston Texas based E&P, acquiring, operating and revitalizing conventional oil fields in Texas and the surrounding States.
